Tim - I gonna presume your 2nd set of tires has standard cast iron wheels - same as the wheels on the tractor now. To install the 2nd set: 1 - If the inside wheels are set concave side facing toward the tractor, you must swap 'em so they're mounted concave facing OUT (away from the tractor). Slide the wheels in almost as far as they will go - but leave 1/4" or so of clearance between the hub and the axle housing. Now tighten the all 4 clamp bolts down on each wheel. 2 - Now install the outer duals on the axles, again with the concave sides of the wheels facing out. 3 - You can now tighten inner pair of the outer wheel clamp bolts using a suitable rachet handle, extension and socket inserted thru one of the holes in the outer wheel casting. Be sure to draw down and tighten all (4) clamp bolts gradually and evenly on each wheel so they don't cock or bind!! Also re-check all the clamp bolts for tightness after the tractor has been run a mile or two. Have fun at the show!
