You have a new respondant with couple good suggestions; Air breather, those 560s with oil bath were notorious for filling with water. It is worse when the water freezes. Pump timing, possible but if it hasn't been touched and was working well before that is unlikely. Does your tractor have the original fuel filters or has it been changed to spin ons. The originals have bleeders for getting air out, not sure on spin ons. I would be tempted to tow start, Tow it about speed it travels in 5th and keep engine turning for a 1/4 mile or so. Start glow plugs about 2 min ahead and hold glow plugs in while towing. This way glow plugs don't rob starter or vise versa. I have done this on a few ocasions, saves starter and battery. Remember you are dealing with a diesel that was one of the pioneers of direct start, take it easy on weak points. I have held glow plugs on 560 for 4 min. in cold weather, don't be afraid to use them.
