Constant blue smoke I think would be okay as long as it isn't really thick, given the hours you have on yours. What you really need to do is work it a little bit pulling something or going up a few hills in a higher gear. I would agree with you that your rings probably aren't seated yet.

I have 36 hours on my H rebuild and it still smokes when the engine is cold. It quits as soon as I work it a little bit. I'm not worried.
