F-12 Wheels Won't fit

I bought a pair of rear steel for my F-12 last year. I finally got them sand blasted and painted, got the tractor sand blasted and painted and went to put them on Saturday. The wheel hubs are an eighth inch smaller diameter than the axels! Imagine my frustration! I checked all three of my F-12s and wheels and these really are smaller. Any idea what they fit? Did the F-14 have smaller axels or something? I have an extra set of hubs on some junk wheels that I can cut out and weld into these wheels unless someone has a better idea... Thanks, Steve
