Stuck F-20

Hi all, I know this is old hat for all of you, but I am a relative rookie. I recently purchased a 1937 Farmall F-20N that is in good condition other than being stuck and having a horribly cracked and rusted manifold. No cracks in the block that I can find. I took the valve cover off and all looks new. I took the covers off that allow you to see the bottom sections of the engine, and there is a little rust down there, but not too much. I am sure that my problem stems from water getting in through the exhaust. I have poured some penetrating oil and a lot of rust penetrant with Taxtyl-8 (?) in it. The blending dept. at work might make me some more brews. Anyway, I did that about a week ago, and now I amcurious, what if anything I should do next. Should I just let it sit for months on end and keep the cylinders full? Whab should I try to start to get her loose? Should I drop the oil pan and the take of the head and play around with it? Should I fill the motor up with oil or one of the special mixtures? Should I try to just use the crank to test if it is still stuck, or should I try another method to try to get things moving? As you can see, I have a lot of questions and would appreciate all the comments you could give. Thanks, Tony
