I may have jumped too fast. Sorry. A little more thought, and it may be possible that the gear on the pump would turn as you remove the cam -- not as sure as I was on that. Did you have to fiddle alittle to get the cam lobes bast the pump gear? If the bolts are out, the pump should slide right out along the axis of the shaft, that is, toward the bottom of the block. If you have the sleeves out you may be able to get a look at the top end to see if anything is binding it. If not, try to get a mirror down there for a look. If the gear looks clean, there's nothing mechanically left to bind it. Did you have water in the bottom of the engine? Bad enough to have rusted the shaft into the block? Not sure what else could make it stick.
