Here is some more info. As I understand it, the changes started in 1968 with the 154 Lowboy. Extra HP was achieved from higher compression, different carb, and Governor setting at a max RPM under load of 2200 RPM versus 1800. The later 185s and 184s were set at 2300 RPM.
