oil leak on a cub

Just bought me a cub tractor. 1971 model. It has a few defects but overall pretty good machine. Here's a couple of the problems. 1. Heavy thick oil is leaking out of the clutch inspection cover and dripping down on the mower deck. Where is this coming from? What will it take to fix it? 2. Both bullgears are leaking at the point where the axle enters them at the top. The former owner told me he over filled them was the reason, but when I opened the plug at the bottom, nothing came out. It appears to be riding up the gears from the bottom and spilling out at the opening in the top rear of the housing. Why? Is it over full? Or is this coming out of the axle housing? Thanks for your replies.
