Farmall H regulator troubles again.......

Well I started the H this evening after adjusting valve clearences (it ran great) and started to mess with the regulator. Man at the repair shop said the generator was good but regulator not. He had to tap it to make it charge. Anyways started it up and looked at the guage. It read little over 0. Turned on lights showed negitive charge. Remembered I needed to repolerize so I did that. Same result. Took off the regulator cap took have a look and the points were closing,and when I turned engine off they did open. what is the difference between the two sets of points and what should they be doing? Any ideas? I'm about to just go get new one and say to heck with this,but with my luck I'll have same problem. Please excuse my ignorance on this subject I am still learning. Thanks in advance.
