The butterfly valve on the exh. manifold is the heat riser to pre-heat the gas/air mixture so gas didn't condense out of the fuel mixture... it improves cold engine running.... and probably hasn't worked for about 35 years. The 1/8" gas stream is not enough to run Your tractor. You have either a blockage in the bottom of the gas tank, sediment bulb, fuel line or carb. Start at the tank & work Your way thru the fuel system. When You get about a 1/4" stream You'll have it fixed.
