You are so right, water pump and just as important fan are turning much slower. You are also right on the statment "not under load". I never allow a diesel to idle under 800 to 1000 rpm. They may not be cooling right or worse still not lubricating right. I always say if you are going to run them less than 1000 rpm pull the kill switch.
