Injector pump oil?

I am trying to start a Hough Payloader with an IH UD9 engine. I think it is the same as the WD9 and TD9. It has been sitting for about twenty five years. I did fire it on silicone when I had the carb off to rebuild it. I plan on dumping the old oil and fuel along with the filters. I opened the petcock on the injector pump and diesel fuel came out. I think that there is supposed to be oil in the injector pump. What is the correct amount to fill the pump? Does the fuel in the pump mean there is a bad seal, or am I not checking it properly? Thanks
