340 troubles

This 340 will start and run for a few hours and then start to surge or lope. The RPM will speed up and come right back down and go right back up. Shuting it off will help some times but not all the time. It has new ign. system and the carb has been rebuilt, tank and screen is clean. How about the gov. I haven't looked at it just due to the fact I don't know what to look for. Any ideas? Thanks for the help.
