Loping 340

This little tractor will run like a champ for a few hours and then start loping. The rpm will drop down and come right back up and back down. Shut it off and sometimes it will stop loping and sometimes not. Changed fuel screen, carb rebuild, tanks clean, points, plugs, ect. Any ideas? Have not looked at the Gov. yet, don't know what to look for in there. Thank you for any help.
