My H is a '46, too. And it had the same problem when I got it. It happens a lot to these guys. A not really good design for that gear, and nobody who hasn't had to replace one is going to be patient enough to shift right. Even after I occasionally catch myself giving him a little grind.
Anyway, it's a pretty good job to replace the gear, "if I can do it, etc."
The IH Service manual and the I&T are both good.
Good luck. I hope it is the shifter, but...
