bill: So drain the tank. Note how much crud might be in it. If clean, put in 5 gal of fresh gas. You may have dirt in the carb. You also might have a float sticking that's causing it to be way too rich making it "chug",as you say, untill it's up to speed. Locking up still might be a starter hangup. Two seperate problems. G.
