That plug has pipe threads on it. To get the plug out, get yourself a big 6 point socket that will fit the hex. I think it's a 1 1/4 inch, but not sure without measuring. Plenty of penetrant, then make sure the socket is seated well on the hex and use a breaker bar on the socket and if necessary, hammer on the bar. If you have access to an impact wrench, the hammer action of that should break it loose is short order.
