The plate you are asking about is the inner surface of the brake and also holds the outer bearing & seal, it should come out if you have all the bolts out, I suspect Mr Rust might be a problem, might try soaking in penetrent overnight, prying or pulling evenly around the edge when you try again, it has a hub into the case with a O-ring seal.
