A little diesel fuel in the cylinders and light it works well too. This gets a little heat in and loosens things up. Don't put in a bunch, just about a 1/2 pint at a time.

Get that tractor up to about 50 mph on the highway and pop that clutch. NO NO... Do not ever force something to work that does not want to on its own.

Try the creeping oils suggested here and then maybe a little heat if necessary.
