yes the ta must be engaged in low . when properly adjusted the footclutch will automatically put the ta in low range. that is because the overrunning clutch in the ta prevents the ta unit from spinning backwards.This ta unit in direct drive(high range) acts like a driveshaft but cannot spin backwards. in ta (low range) the power goes through 3 plenetaries and the power going through the plenetaries can go backwards and allows a shift to take place. if the ta carrier could spin backwards then the tractor will stop when the ta is pulled back. You may have more than an adjustment to do.
