You have to have battery voltage to the bat terminal at all times. it seems like you are feeding the batt terminal through the amp guage which seems right but coming from the starter terminal would only be hot when cranking. Try moving that wire from the starter to the hot side of the starter button. If checked with a test light the batt terminal on the alt should check hot [batt. voltage].When the tractor is running it will be charging voltage.
