SMTA rear tire size

My SMTA has 14.9-38 tires and below that it says on a 13 inch rim. Would this same tire fit on an 11 inch rim? I've been told that IH never put anything but 11 and 14 inch rims on SMTS's. The tire is not pinched in on the rim like you might think, but actually looks like it was made for the rim. If someone can help I would appreciate it because I need to buy new rims before long.
