51 Super C Hydraulics problems

I've got a 1951 Super C with a Freeman loader. Everytime I start the tractor the hydraulic system starts bubbling air. if I bleed it, it will lift a load several times but then have too much air again. I pulled the screen filter and cleaned the punp floor with a rag and then refilled with fresh Hy-Trans. My problem persists. Any ideas?
