You can gas weld on the hood ....use a small welding rod,bailing wire or a coathanger is OK for filling ...you don't want to get the metal hot in a large area ....with a small tip melt the rod into the crack several spots along thr crack keeping the hood straight with a clamp...depending on how long the crack is, spot it about every 2".....let it cool and go back and melt in about 1/2" next to each spot....keep doing that until you have completely welded the crack ....now the brackets...I hope the holes are small.....clamp the bracket where they should be ....and start filling the hole they drilled in them by welding as before....that will weld the brackets to the hood....Grind and wirebrush the welds....but don't grind all the weld off...sink the welds on the crack with a body hamer or ballpne....fill and file until smooth and level ...prep. and finish with primer and paint.....don't use filler on the brackets ....
