I haven't had this problem yet, but FWIW this is what I would try. Start with figuring out if the controls are frozen internal or external to the touch control unit. Remove one of the connecting rods from the handles at the steering support and see if the handles move on their own. They might just be rusted right there. You could try some PB Blaster, Break Free, or whatever. If the controls are free, then the touch control is the next step. You can still get a complete seal and gasket kit at the Case-IH dealer (prepare to drop about $90-100). Disassemble it and clean all the parts up. Stan(VA).
