Buying a Yellow Cub?

I'm looking at a "yellow" IH Cub with belly mower
that looks pretty bad (mostly needs rust removal and painting) has some sort of truck rim on one of the rears and probably needs tires all around and a new mower belt. The owner says "it runs like a sewing machine". Can someone tell me what I should offer for this tractor? I know that's hard to do--not seeing it and hearing it--but just some ballpark figure to work with would help. I've seen these for about $1800 (down south) running, with a decent paint job, but haven't run across any in this condition--running good, but "ugly" and needing a belt and tires and one rear rim/wheel, (and also a seat). I'm new to old tractors--also, this would be our 1st IH tractor. Thanks for any help offered. Kevin
