Yes I would say they forgot to drill and tap hole. One of the guys that has a tractor, knowing I had one the same came to take a look at this hole manuel refered to. I knew mine had it, so we made him up a dipstick using heavy guage wire. the other one was a tractor I saw with a for sale beside road. Never did talk to guy, it didn't have hole. Every time I see a 130 I make a point of checking for oil level hole. I have probably checked 7 or 8 only 2 didn't have hole.
