I had the same trouble with a super-c.I tried everything.One day I talked to an older gentleman and he recalled a similar problem in the fifties,he thought they had a dealer repair for it.It involved drilling out a port in the valve in front of the seat,but that is all he could remember.I took one off of a friend's tractor and compaired each one and sure enough found a port inside that was smaller,drilled it out to match.Problem solved.
