CUB has high speed miss

Help please, When I raise the throttle from idle to max speed rapidly it misses at high speed, if I ease it up it's OK. When it's missing I can get then governor to shift just by pulling the choke out for just a second. Things that I have done...new plugs,points,spark plug wires,dist. cap, rebuilt carb, adjusted governor (it's moving freely) I've timed it to TDC with #1 plug firing, for some reason my timing pulley only has one mark on it. Any ideas? Thanks
