My 400 is a bit hard to shift sometimes, but not as bad as yours. All the way in with the clutch, it will freewheel. And halfway in it will not freewheel. Which is actually kind of handy. And I know I have mine adjusted right, but from what I read on here, it probably needs to get its pilot bushing greased or replaced.
