It sounds to me like the float might need to be adjusted. The fact that the carb leaks a little makes me think that the float is set to high and causing both a rich fuel mixture and the leak. It's the first think i'd look at. It's not hard to set..1 5/32" for a Super A, but I'm not sure if a 130 carb uses the same setting.
