450 valve adjusting

I just pulled the side cowl of my new 450, new to me, to check to valve settings and it sure looks as if the Behlen power steering unit is in the road and will have to come out to get valve cover off. Is this really true? Looks like lots of work. Also the power steering unit has been resealed and works fine when the tractor is moving, but won`t turn the wheels setting still. Filter is clean, pressure normal. As usual all coments are appreciated.
