454 value?

I live in western Arkansas and i am looking for a tractor to brushhog with. Local has a IH454 new paint(not pro job), good front tires, rear tires 70%, one set hydr.,power steering ,good brakes,2791 hours showing,not sure of year,a few dings in tin,and he says uses no oil and will start on winter day without ether.He is asking $5400 for this tractor. Does this sound a little high? I thought $4ooo-$4500. Any help or suggestions will be appreciated.
