Jason, I would take the wheels off, paint the entire tractor gray, then paint the entire rim red, that should be how it's done. The grey rim and red spokes wouldn't look right. I've got a 1935 with round spokes all the way around, looks great...good luck. If your looking for a lower cost alternative to using IH paint, you could take a toy F-20 into an ACE hardware store and have them color match the grey in the store and you could mix some enamel paint there, just an idea...
