Cub governor problems?

I haven't had much experience with governors, and when I started up the Cub the other day, it idled up and down, up and down, up and down, etc. It sounded like I was revving up the engine in a car with a foot accelerator. This is something is the governor, right? I can see it pushing the throttle on the carb back and forth. I would sure appreciate any help as to how to fix this problem. Thanks!
