Plastigageis accurate if properly used.I have often used it on marine steam turbines of 25,000 horsepower and up. G.E.and many engine mfg.use it.Something seems very wrong w/your engine.The general rule of thumb is .001"of clearance per one inch of shaft of shaft diameter with proper lubrication.In my work we operate turbines with 7 inch shafts turning 8,000 rpm with .007" clearance.Load on bearing may run to 8,ooolbs. You have installed new bearing maesuring .002 smaller than original shaft diameter and still have way to much clearance.Sounds as if you have a reground shaft and could almost go to .010"undersize assuming you may have obtained an erroneous reading since you are new to using plastigage. I suggest you rent a micrometer or purchase a dial type vernier caliper. They are foreign made and are accurate ,sell for $25.00. Even less in a pawn shop.You can then measure the shaft and also the bearing diameter.Fileing caps or shimming under bearing insert may be quick and easy but you will always know what is inside that engine.
