While not ideal, if you do manage to break a stud too short to get anything on it, you might check with a muffler shop or welding shop to see if any of them have experience in "melting" them out using an acetaline torch. I got a friend that works at a muffler shop and had to get him to "melt" a stud out of an engine block for me. After the stud is mostly gone you can usually use a tap and die set to clean up the threads. This is a last resort though, but does work if done by someone that knows what they are doing. Good luck.
