1, Yes, it sounds like the float may be stuck. You probably will need to take the carburator apart and clean it. If you get a carburator kit, you can replace the needle, seat and gaskets. Be careful, clean out all the tiny passeges in the carb body and keep everything clean during reassembly, you shouldn't have any problems. 2,The tractor came from the factory with a 6 volt, positive ground system. The starter doesn't care about polarity and will work on 6 or 12 volts. 3, It's not too hard to convert to a 12 volt system. It's also not hard to make the original 6 volt system work either. A Super A will work just fine on the original 6 volt, positive ground system. Do you have the generator? Is it working? If both answers are yes, then it's a lot cheaper to fix and use the original charging system. Post back if you need help whichever way you decide to go.
