Timing a 200

I have read several posts about setting the timing. I get the idea but, I have a question about the marks. I was looking for some obscure mark on the block. There is a piece of metal sticking out about 1" that comes to a point down near the crank pulley. I cannot think of any purpose that this would serve except the timing mark (I am not a mechanic though). I saw a "line" cast into the pulley. I am guessing that that is the mark on the pulley. They also lined up right after TDC of #1. Are these the marks I am supposed to be using? This leads into my next question. When does #1 get the spark? Wanted to know so I would know which way to turn the distributor when fine tuning timing. Any pointers or tips would be welcome!! Thanks for all the help so far!! Hopefully when I get my gasket sets in this week i will be able to put the carb on and at least get her to sputter!
