1066 wheels

The 1066 I have has 18-38s on it,if I wanted to put 20-38s would I have to change the wheels too and not just the rim,plus I don't know anything about the wedge locks,can you just get the tool kit and do it yourself,I need to get them off as it looks like both axle seals are leaking. I just bought this tractor a few weeks ago,so I'm not to familar with it yet,plus,does the pump have a governer(so to speak) that opens up under a load,it seems the rpm's drop really low under a light load. I have checked all the air intake and is not stopped up and the filters seem pretty clean. Thanks for your help and advice, Kevin.
