C-governor

I'm going to help a friend work on his tractor.The problem is that the governor does not want to kick in most of the time, and, when it does you better be hangin on tight,like it's gonna run away with itself.My question is,what's the most probable cause,and the highest wear items in there? I also know that it has been adjusted on but don't know if he knew his "old red"or is just a wannabe like me.
