36 farmall H with a problem

Hello, After buying we noticed that there were missing parts, the tractor runs fine, but the part in question is where the fan is (between the fan and radiator), everything else is missing, and theres a shaft that sticks out that has a flat on it that this part mounts to, the part in question had springs on it, can anyone tell me what this part is called and numbers or where I can get one and also does this turn the water pump?? any help??
