FarmallH Govenor Settings

This week I've noticed the tractor running uneven[in the gov and off][up and down].This morn I reset the gov according to the IT book,I,ve reset the carb,fooled around with the jets,sometimes it seems to be little better but its terrible when planting vegetables at slow speeds even to the point of jerking you in the seat.Any insight would be welcome.Thanks!!
