the water pump pulley can turn fine and the water pump not turn.sounds strange but the pump drive is a two armed shaft thing sticking out of the water pump pulley,make sure it turns with the pulley , had a TD9 loader that was similar and the pump drive pins were missing from the pulley .I bought it cheap the owner thought the head was cracked
