Paul, According to the serial number, it is a 1951 Cub. If the engine is not frozen, you should be able to get it running relatively easy. As far as the pto goes, if it is dis-engaged, it will turn freely. Engaged, it should not. As to value, that varies a lot by area, but based on your discription, the cub should be easily worth $500. Parts are readily available from Case IH, NAPA and other sources. If you're looking for a project, they're fun and easy to work on. Well worth the investment.
