M will only run with choke closed

My M will only run when choke is closed, took carb apart and cleaned, put new gasket on bowl and entake, had leak on intake manifold, replaced gaskets. Movin gas lever has no effect on operating speed. What have I missed. Tractor has not run in about 5 years. Any suggestion would be greatly appreciated. H.B.
