Seems odd that an H would have PTO, elec. start & lights but no hyd. Does it have a wedge shaped cast iron piece sticking below the torque tube between the clutch & rear end? Should have a keyhole shaped hole running clear thru it, and pipe elbows sticking out of each side right behind the clutch housing, and a lever with a rod sticking up and back to the operators platform that ends just beside & below the right headlight... If so, that's the IH Lift-all...setting inside I can't imagine it's stuck too bad... but 15 yrs IS a long time. New tires will run close to $500 installed for all 4. Without the engine running, probably $300-$500 is about all it's worth. Running with New paint & tires it's maybe worth $1200 & up depending on the quality of the work and what all else is done to it.
