rebuilt Farmall A - sounds like a John Deere when throttling up

I completely rebuilt a 1939 Farmall A two years ago. I put in a new block, valve job done, ground the crank, and put in 3 1/8" sleeves and pistons. The original motor was in pieces with a cracked block when I bought it. It has a Zenith carb. and no electric start. The motor seems to start good and idles nice, but when I advance the throttle or let the clutch out into gear it sounds like "put-put-put" as the motor builds up speed, then it sounds normal again after the speed has stabilized. I have a Farmall B and a C, and they both have a lot smoother throttle increase. I've swapped the Zenith carbs. between the tractors, and that doesn't make any difference. I've messed with adjusting the magneto timing, but that doesn't seem to make much difference either, especially since it starts good and doesn't kick back. I had put a new thrust bearing in the governor when I put it back together, but I don't know if the governor is causing the problem, or if it's something else. Any ideas?
