Working at IH dealer when these were new we had this happen on some units, it was bad enough it would spit raw fuel out muffler onto new hood paint, customers didnt like this, the advice from IH was generally correct that they were not running the tractor at full speed or under light load, if the operator ran it harder it would dry up. Only non turbo tractors 766/966 were guilty. I suspect what you see thinking its oil is actually diesel fuel.
