Dave, what you're describing is more likely your carb or a vacuum leak, but doesn't rule out governor. Had it been running and idling OK? If it's been doing this for a while, one easy adjustment to check that might account for the problem involves both carb and governor is the link on the left side of the tractor. A little slop there can cause some erratic running. With the throttle control back at the seat all the way forward, pull the pin from the link that connects the governor arm to the throttle rod. Hold both the throttle rod and the governor all the way back, adjust the link (after loosening the jam nut) so that the pin slips straight back into the link, and tighen things back up. With this done, you can recheck your low idle. Not a tough job. If that doesn't do it, I'd check the carb and manifold over real well for leaks, and make sure the fuel flow (the screeen in the bowl, the line, the screen in the elbow, and the float) are all in good shape before I went tearing into the governor.
